13 shots will definately not kill you. If they mean small shots, which is usually the case in the world, except slavic nations, its 25ml. In czechia we drink 50ml shots, or 100ml double shots. So one bottle of liquor is 10 shots, and if you drink regurally, that will not even make you drunk. So better like 15 shots. And that would mean 30 small shots will get you drunk. So saying 13 shots will kill you is BS. Maybe 13 of 100ml shots of 80% alcohol drank in one minute, that might kill you.
