while this meme is true it doesn't fit the tone of 10gag. it's too hot-buttony

My guess is they did not anticipate so much traffic so quickly, so the threshold isn't a ratio, but just a flat number of downvotes. Seeing how quickly they're implementing other features/changes, I suspect that will change soon as well
